Romans 15 - I Meant To Do That

Why are we so suprised when we get to the resolution of a trial, only to realize that God had a plan all along?  Paul describes a specific, historical scenario in which God said, "I have a plan for this."  Then Paul recalls the historical steps, through which, God came through on His promise.
